It would all depend on what code your calling to for it to fall.

Hell CSA Z662-12 pressure pipe code will allow 10mm of IP, 50mm of slag and so on.

But it being structure welding you normally would get UT in not RT(i have done rt on structure but rare).

Also if your worried about slag just burn it out... but don't burn through
