It's a combination of the "Shocker" and the "JDM AS FVCK" logos.
Basically it means his slow ass Honda is automatic because his right hand is busy on his mom.

The one is called the "shoshinsha mark". It's a the mark of a new driver, basically to warn the rest of the public that this person probably doesn't know how to drive.
