Just one comment here, the reason they are mandatory there is because plowing is a lot less frequent and I assume their budget for plowing is much lower for that.



I Don't know that is valid statement. I have lived in both both provinces and I can honestly say I don't think Ontario has as many plows as Montreal does let alone all of Quebec.

For 2009 Torontos and Ottawas budget combined was less then just Montreals and their snow amount was less aswell. Montreal got over over 200cm of snow compared to T.O 130cm.

I think they made snowtires mandatory because they work and cause less accidents.

Plus in Quebec It is the Government that carries your $1000000 liability insurance and your insurance company so less injuries makes better sense to them.
